The full draft outline of Japan’s AI Basic Plan, which the government is developing based on the Artificial Intelligence Act, became clear on the 2nd. The plan sets a goal of raising the utilization rate of generative AI among Japanese citizens—estimated at around 25% in fiscal year 2024—to 50% in the near term and eventually 80%. It also includes a policy objective to “attract 1 trillion yen in private investment” by improving development environments, aiming to break away from the current situation in which Japan lags significantly behind other countries. The structure of specialized institutions will also be strengthened to ensure safety. However, measures against misuse remain abstract, and the effectiveness of these policies may become an issue.

The AI Basic Plan lists the Japanese government's key policies for promoting AI, and this is the first time such a plan has been formulated. The current draft reflects the state of deliberation as of the 1st. The government will continue revising it based on expert opinions, with the goal of Cabinet approval by the end of the year.

According to Japan’s Ministry of Internal Affairs and Communications, 26.7% of Japanese citizens had experience using generative AI in fiscal 2024, compared with 68.8% in the United States and 81.2% in China.

AI has been designated as a priority investment area under the Sanae Takaichi administration. The draft positions the technology as a “core element of crisis management investment.” It highlights two central policy pillars—accelerating practical use and strategically strengthening development capabilities—indicating the government’s intention to mobilize national efforts to promote broader adoption.
